Sewing help, "babydoll dress"

Hi,



How do Meta get these dress like this, there so much volume directly from the bust. Are they having a long petticoat right under the bust, ore what? I want to make a dress with that volume, but I´m not sure how to get it right. So some help with this would be appreciating.
