Are parkas only supposed to be worn with skirts??

Hello all! There's this parka I want to buy (it has no zipper/it's the hoodie kind) and I was wondering if those are only supposed to be worn with skirts? I look on lolibrary and I only see those kind of parkas worn with skirts but can they be worn on top of dresses or would those look weird?? I don't have any actual parkas like that so I tried on a regular non-lolita hoodie on top of a dress and it looked weird. So I was wondering if there's a way to wear those parkas and make it look nice with a dress :U halp pl0x!!
