a question about petticoat and skirt length

How much shorter than the skirt should a petti be?
And how short is too short compared to a skirt?
I'm looking at getting my first petti from Classical Puppets and they seem to be a little short?
Oh! also I'm looking to maybe make my dress. Sorry I left that info out from the get go.
