Anyone seen this design before?

Hi I wanted to see if anyone on here can help me, I'm trying to figure out if anyone knows this skirt design? I bought it from a woman who didn't know what brand it was since it has no tag inside, not sure if the original owner cut it out or if it's just a hand made piece.
