how to wear?

I recently bought a Jane Marple skirt from Closet Child (for the record they had it titled as: "総レーススカート" or something like "All Lace Skirt" and the tag has what might be a product code on it, "No. S-1137") and on the site it appeared to be lined, however when I received it I discovered that it isn't lined but rather is, as the name implies, almost completely made out of lace apart from a solid panel on the front and a solid panel on the back.

On the sides, it's pure lace/totally see through, so I was wondering, how exactly should I wear it? I don't think the waistband is big enough to accommodate a petticoat and I definitely don't feel like it would be "right" to wear it as is without something underneath... But I'm not sure. Any suggestions on how I should wear this?

Also this is my first post to EGL, I hope I didn't do anything wrong! For the record I did do some searching before posting this but didn't find anything really relevant.
