Where to buy hand fans or DIY ideas?

Hey there,
For lolita but honestly not just lolita I have been looking for some victorian, Rococo type hand fans. I am pretty crafty as well and with good instructions I could probably make one but Im not quite sure how I would go about it. Any Ideas?
