General question- How Limited ARE Limited Prints?

So as my profile says, I'm still new to this whole thing, so I apologize in advance if this has already been answered.

Short version of my question: Do brands like AP or Baby ever restock after the initial release of a collection, or is that print just that popular? D: When will they make/get in more? Will they make more?

Longer version:
As I said, I'm pretty new to lolita, and as a plus sized lolita it's not easy to find a whole lot that'll fit, not to mention a print that I like. But when I saw the previews for Romantic Rose Letter, I was blown away. I haven't made a big name brand purchase yet, but I knew it HAD to get the Tiered Romantic Rose Letter JSK. I was all set. Earlier in the year, I'd narrowly missed out on landing a Wonder Queen JSK during the US release (all because I had to make an account to check out! The humanity!) so I knew how it went.
But something popped up, and as a result I was only able to get online later that night. (Obviously, they were all gone.) I've been back on the US and Japan overseas sites nearly every other day since, and they've still been totally sold out. >___<
So what's up? Do brands like AP or Baby ever restock after the initial release of a collection, or is that print just that popular? D: When will they make/get in more? Anyone know what times they update their stock at?
