Underskirt help

At 5'10", I'm a bit on the tall side and so my skirts/JSKs are on the short side.  It's been suggested I use an underskirt to add an inch or two of length, so I'm thinking of using this tutorial to make an underskirt.  Is this a good pattern to use?  If it helps, I would be wearing it with an a-line petti (Malco modes 582).  Do I want to include a ruffle?  Probably not so it can be worn with different skirts/JSKs.

Also, please post some worn photos of underskirts being used to add length to a skirt to give me ideas.
