Neo Victorian Vs. Lolita

I've never had this come across my mind before, until I browsed through some classic lolita today. So what's the difference between neo-victorian and lolita fashion?

I'm sure there are material differences and structure, but I like to see other people's opinions. Everybody has their own opinion of the fashion, but I always thought that it was to resemble a porcelain-like doll appearance regardless of the style - sort of like those antique dolls. Well, since it's like the 21st century the fashion doesn't really seem to go back to exactly that style - more so rendered by pop culture and modern tastes of course. Some of the pictures I've seen remind me of neo-victorian fashion versus classic lolita. Maybe I feel this way due to my definition of the fashion...

Anyone else have an opinion on this?
