Larger-sized tea parties?

Hello! I am a little confused with what's going on at Clobba Online. On the Large-sized SS tea parties listing ( link, scroll down to tea parties ), it says there was a pre-order in May, and that they'll be released in August...does this mean they're going to get a shipment this month to buy, or does this mean that the pre-ordered ones will be sent out to girls who bought them?

I can't really find them anywhere else, and I'm looking to buy some; should I just email the website to see if they'll be sold again soon? Am I out of luck?

Another question about shoes while I'm here: I'm usually a US Women's size 9, 9.5, or 10 (it really does vary that much and it's SO annoying). How should I order shoes sized in cm? should I measure my feet in cm and just go with that? I feel like a dumb American asking all this, but I really don't have a lot of experience with centimeters and I'm wondering how much "wiggle room" I should give myself.
