No border on back of IW skirts?

I noticed that on a few of IW border prints, the detail doesn't continue all the way around the back. However, this only seems to occur on skirts; the various dress versions are all as you would expect (at least in stock photos). It almost seems as if a bustle was intended for them but not executed. If this is how the skirts are sold, is there some practical reason for it? It certainly couldn't be for aesthetic reasons: it looks quite cheap and not at all what I expect from brand.
