Can anyone help me identify this dress?

I want to buy this dress second hand...

However
I'm not sure the measurements they provided for the bust and waist take
the fully stretched back shirring into account. I looked on Hello Lace
and Lolibrary to see if I could find it and the official measurements
with no luck. I figured someone on this comm has probably seen it before
or might own it and be able to measure theirs for me. I'd also like to
make sure it's Angelic Pretty. Looks like one of their designs and I've
never seen a replica this convincing but they don't include a photo of
the tag... Basically any info on this dress would be greatly
appreciated.
