Tights size?

Tights have been getting really popular in lolita lately (AP seems to be releasing tights with every series). A lot of them are really cute, and I'd love to own them. However I have no idea what size they are. I'm 5'4" and my legs are pretty muscular because I'm a figure skater - to give you an idea of what size I am, I wear US small shirts, but size 9 jeans. Does anyone know if brand tights would fit me? Thanks!
