Boots and how good they wear

Hi everyone

I have some questions on lolita boots. I am looking for a pair that is ok to get wet, as in snow and rain. I hate that my shoes are too low and the tops of my socks get soaked. Can anyone recommend an off-brand, (around $50 USD) pair of boots? Direct links would be nice.
