Double Decker problems

UPDATE 9/27/2012I got the shoes today in the mail, I'm shocked a bit I guess and very happy. They look great aside they have white sides and a black rubber sole bottom unlike the stock photos but that's no big deal at all. I've closed my dispute on paypal now, though they never did respond to any of my emails and the shoes were shipped quite close to the date after opening my claim. Maybe it's just a coincidence?

I've posted this to another lolita forum (Gaia) but I figure it might also be good for you guys to know as well if any one is considering an order with DoubleDecker. I'm going to copy and paste what I wrote in the other forum now.

I placed a double decker order 8/3/2012 for a pair of black wooden RHS, I then waited out for an invoice. They got back to me on 8/22 saying they were terribly sorry for the wait and it was a long holiday. Some week long holiday I don't recall what it was but no matter I'm patient I can understand their reason for being lengthy on a reply over that. They said the invoice would be coming soon and that arrived on 8/22 8/26, my mistake my email dates the invoice received on the 26th. I've got multiple emails saved in the same folder with dates I keep mixing up, but you get the point of this I hope.

Shipping was damn hefty for these babies, $40 but I really wanted real wood shoes and was always interested in Double Decker's. I was told I'd be given a tracking number when shipped by EMS which takes roughly 4 days to the states they said. Then on 9/2/2012 I got an email finally expecting a tracking number but it was an apology again stating.

"Dear Customer,

Sorry to inform you,the shoes are on the way from Indonesia to Japan,
it is behind schedule...
We hope to ship your shoes in this week.
At case of Ems,it will take 3~4 days .
Any problem please fell free to let us know.

Best Regards,
Double Decker"

These shoes are and were listed in stock, I always figured in stock meant they had them on hand already to send out...

At this point I'm a little annoyed but compliant and take their word on the wait as I really want these shoes. One week passes and I send an email the following Monday asking what's up? Another week passes by and again I send one more email asking them to please contact me and let me know what's up, their site was down for about 3 days which made me worried a little more. The page is back up but it's now 9/21 and nearly 3 weeks since the last email posted above. I'm wondering if I should consider opening a dispute because I think my deadline to open one may be approaching..It's the last step I want to take though. I figure they are a trusted company so they will reach me someday but this is ridiculous I think.

Any advice on what I should do?

Update - I've screen capped all emails received and sent to double decker and escalated my dispute to a claim providing the screen caps to paypal. "

Has anyone else had such an experience in ordering with Double Decker before?
Here's the site http://www.d-decker.jp/en_pc/ and here's the email I've been replying to that's them, info@03-sugata.com .
