Help with Petticoat

I wanted some advice on petticoats.  I own tull skirts but I discovered not an actual petticoat and I'm about to buy a couple of dresses and I want the skirts to flare out.  The dresses are knee length so how long of a petticoat should I wear with it?  The one dress is red on top and black on bottom so a black petticoat with it.  The other dress is mostly black with white trim lace on the bodice and at the bottom hem would I still match it with a black petticoat or should I use a white one?
