St. Tears?

Hello, all. Does anyone know if the Taobao brand St. Tears does custom sizing? And more importantly, is the quality good? Cos I've absolutely fallen in love with this dress --> http://item.taobao.com/item.htm?id=15530132827&  and I rather doubt I could do it justice if I tried to replicate it based on my own measurements. XD
