VictorianGirlDress (Ebay) Petticoat shop help

I am currently in the bidding for a petticoat on the Ebay Shop VictorianGirlDress.  I've heard very good reviews, and at the prices they offer, I felt I couldnt go wrong! However, I place a Bid on this petticoat, which is marked as 11-12-13 and is said to be a size 12, but it doesn't say if its a 12 in womens sizes, or children's. I have a 29 inch waist, and I'm worried that it will be too small. :(
Does anyone have experience with this shop? Should I retract my bid???
