What exactly is considered plus sized in Lolita?

I've been jumping around various sale sites as well as sales comm and have seen a lot of things labeled "plus sized" that I'm just like "wha- I can't even....." my bust is a solid 42 inches or 104/5 cm (bra sized D) and the items I see are like a 25-30 inch bust. What measurements are considered plus sized by brand and what do you guys consider plus sized in both waist and bust? My waist fits almost all of brand it's just my bust that compromises the whole thing.

Also can I have some info or links regarding recent plus sized brand (items or shops in general) or indie/shops? The styles I like the most is Dreamy Macaroon, milky planet, milky berry and twinkle journey. The search isn't showing me much of anything.
