Pinstripe in Lolita?

I am making a skirt for myself for Christmas and it isn't really Christmasy.  I am wondering what you think would be a good idea to do ruffle wise on this skirt.  The pinstripes are running horizontal.   Do you think two rows of ruffles would look good at the bottom and should they run in the same direction as the skirt?  The skirt has an elastic waist band.  I also can't decide if I should tuck my shirt in or not.  Any help you could provide would be greatly appreciated.

I ended up adding Red to it!  What should I do to the vest... I'm not liking it with it... or should I just use a different vest?
