sugary carnival dress question~

i'm wondering why this dress doesnt have the ponies in it? its the main attraction about the dress. 
is it still an AP dress? is it a proto type dress? i've seen a few of them around and i'm just currious! Image of Angelic Pretty Angelic Pretty jumper __
