Size fitting and clothes alter advice

Hi
I've know about Lolita for a long time but only decided to wear it recently. After reading around in EGL (mostly) and some other places, I've come to conclusion that I should buy custom made clothing because I'm really tiny. But there are some brand pieces that I'd love to own someday so I tried to find solution for that and I hope you can help me.

For reference my measurement are:
Height: 150cm (~4"11')
Bust: 74cm (~29")
Waist: 58cm (~23")

In this matter, there are mainly 2 points I can think of:
- How much bigger of a size can I wear without looking ridiculous? For example, I think I can wear a 61cm (24") waist skirt just fine but what about a 64cm (25") or 67 (26") waist skirt? I think there are many who had worn or know someone who had worn Lolita clothing a little bigger or smaller than your size and I'd really love to hear your opinion.

- Clothes altering: I've read about people altered their Lolita stuffs and had a really good result so I want to try this option. I have some questions about this matter though:
  • Can every style be altered or only the simpler style? As in a complex design shouldn't be altered because it'd difficult and could ruin the piece?
  • What should be the limit between the original piece and the altered piece? For example altering a 100cm (39") bust blouse to fit me sounds like a really bad idea, but I think altering a 80cm (31") bust blouse to fit me is probably alright yeah?
On a related note, I don't know anything about sewing and will find a good seamstress to alter the piece for me, and I don't want to change it too much either, just want it to fit.  

In case someone is wondering why I don't go for a replica, well it's just not my cup of tea ^^; And if someone is wondering about resale value, I wouldn't want to sell it after spending so much effort to make sure it fit :'p

That is all I can think of but if you have any other idea or suggestion please do tell, I appreciate any answer and advice. Thanks a lot for your help :)



P/s: I'm not a native speaker so please excuse my English, and feel free to point out any mistake or something I need to fix in my post ^^

Edit: For reference I like Sweet Lolita and a little bit of Classic, mostly Mary Magdalene style.
