Peeking Petticoat Problem?

I went to San Jose's Obon festival last Saturday with two of my friends and we dressed in lolita. Here is one of the pictures we took. My problem is that whenever I sit down, my petticoat sticks out of my skirt and the skirt bunches up like so. How can I fix this and why does it do that? The skirt is full so it shouldn't be a lack of fabric to go around being the issue. Now, my petticoat is vintage and not made specifically for lolita, so that might be one of the problems?
