Is this jsk from anna house too short??


I ordered this jsk from anna house, and got it today! the problem is.. I think it is too short! Will you girls tell me if it is? I feel like I was cheated out of fabric, blehh..

On the official site the size is "bust 33-38in, waist 24-28in, length 36-37in"  , which i copied and pasted from the information next to the dress. So the entire jsk is supposed to be around 36 inches. I measured it - the ENTIRE jsk is 27 inches!! I asked for a custom length, thirty five inches, because I am short (a nice 5'2") and tried it on... and I need five more inches for it to go to the middle of my knees at least.. From the seam (the skirt part haha) it is seventeen inches long.. which is too short for my taste..

this is not a big problem, but I am sort of annoyed with it because it is still eight inches shorter than I asked for, and I wanted it to at least hit the middle.

what I am getting at is.. is it too short for lolita? I really love this jsk, it is so cute and well made and sturdy, but I don't want to run around in something too small. If it's too short, what should I do? I put on one sock to show how it would look, and I'm still not sure. can I contact them and will they make it longer? do I have to pay for a new one? I'm lost.. and rambling xD am I overreacting?

sorry the images are so large.. this is NOT the blouse I would wear with it by the way, or socks (not ever xD) but it was all I had on hand. I also am not wearing a petticoat.. would wearing one make it shorter? and my manga piles are behind me..
