Sugary Carnival half-bonnet?

I have a feeling that this is handmade, but on the off-chance it's not...





I found that picture on a blog that I no longer have the link to and I'm really curious about 1) what blog it's originally from and 2) if this was an item AP released and if it's possible to find it. It wasn't in the stock photo pool that I've seen, or anywhere else for that matter.
