Sewing Help: AatP Stained Glass Angel Dress

Hello! I've been lurking here for quite a while now. It's been very inspirational reading all the stuff shared here and oogling the gorgeous photos put up from all the shoots and meet-ups. I started reading out of curiosity since I'm more into Aristocrat and similarly classic styles or V-Kei than the frills and bows of Lolita-wear. A lot of the more mature styles have impressed me greatly though (I've grown to love Victorian Maiden, MM, JJ and, of course, Moi Meme Moitie ^^) and, since I sew, I've decided to try my hand at making some pieces. 

I got some beautiful fabric recently which I thought would be perfect for the skirt portion of this kind of dress: http://www.babyssb.co.jp/shopping/pirates/105P315.html It is really quite lovely but I haven't much of a clue where to begin. 

While I sew quite a bit, it's usually wallets, pouches, plushies, little things like that. I'm a beginner when it comes to making clothes and have never worked with commercial sewing patterns before. So the main questions I'd like to put to the talented seamstresses of this comm are: 
  1. Would you suggest I do this from scratch or find a suitable top and simply make & attach the skirt portion?
  2. If it's better to do this from scratch, would it be better to use a commercial pattern and work from there or base it off some of the tutorials already up for Lolita?
I'm not too sure about the difficulty of this project but it doesn't look like it's very, very hard to do. I would be eternally grateful for any and all advice you can give me on this even if it is just general pointers on fabric and construction! 8D
