You can always buy a pre-paid credit card from stores like Wal-Mart. That will allow you to shop online without worrying about getting a real credit card.

most places take paypal, which all you should need is a checking account to use

It might have changed now but when i was living in canada in 2010 if you only had paypal linked to a cheching account and not a credit card you could only pay by echeque, which lot of place will not take.

I'm sorry, but there are no known physical lolita shops in Canada (I've heard rumours of a shop in Vancouver, but I was told that it's not that nice at all); if you're in Toronto, there's probably some things found in The Pacific Mall. The closet shop is across the border in New York City, called, "Tokyo Rebel". Other wise, you could attend some anime conventions that sell hand made to reselling brand name lolita goods. Although Canada seems to be void of any authentic lolita shops, there's a nicely sized lolita population, and maybe you live near by them :)

I found this by Google Ask.

Be careful of 'Lolita' clothes at Cons, many people sell bad eBay dresses at Cons because the average Con goer doesn't know any better.

I don't have a credit card either, so I use my TD bank account with my PP. Bank transfers from your bank to PP are free, and generally take a week to two. So you could pay with a pool of money that you already have in your PP account or send a e-check (takes the same amount of time as a transfer, goes from your bank directly to the seller though PP).

From what I understand, there was a lolita store in Vancouver, but it wasn't all that nice and ended up shutting down after a while. I couldn't find anything when I went there, so I doubt it's still around. You can always try used clothing stores for something lolita-esque, but you probably won't find all that much.
I wish I could be of more help, but I live on the island so I don't know all that much about Vancouver. Sorry!
